・もともとドイツは、第3国のメーカーにパワーパックのライセンス生産を許可していた。

・韓国のメーカーが、その第3国のメーカーを買収し、エンジンのサンプルと図面などを入手。

・ ドイツメーカーは、そのメーカーに与えているライセンスはその国限定の契約だから、韓国で生産するなら 新たにライセンスを結ぶように要求

・韓国は、「すでにサンプルと図面は手に入れたからお前らの言うことは聞かないニダ」といってドイツの要求を無視し、勝手に国産化しようとす る。

・サンプルのドイツ製エンジンを搭載してK-2戦車を開発し、走行試験をやる。

・しかしエンジンの国産化は失敗して、国産エンジンではK-2戦車がまともに走らない。

・ドイツに技術協力とライセンス契約の依頼をするが、ドイツはガン無視。

・もう一度国産化しようとして2年の月日と日本の通貨に換算して数十億円の開発費用をかけたが、再び失敗。

・ついにライセンス生産すらあきらめて、ドイツに土下座して完成品のエンジンを言い値で買う羽目に

・言い値なのでエンジンの価格が高騰して、議会で言いがかりをつけられて叩かれる
